Industrial disability in the Japanese railways business: the activity of Testudō Kōsaikai, 1931–1955

The industrialization process generated many disabilities. However, the historical study of industrial disability has not progressed. This study examines disability welfare in the Japanese railroad industry. In particular, <italic>Testudō Kōsaikai</italic>, an organization of the Japanese National Railways (JNR) established in 1931, was uniquely devoted to welfare activities by linking a profit-making business and the provision of welfare. To cover welfare costs, such as providing workshops for disabled people, <italic>Kōsaikai</italic> conducted profit-making businesses, such as sales at station stalls. However, the welfare of disabled people in the JNR, including the activities of <italic>Kōsaikai</italic>, has not been previously examined. This study clarified the structure of disability welfare in the Japanese railroad industry until the early postwar period. People with a lower degree of disability, such as one upper or lower member amputation, were employed by the JNR, while some of these people were employed by <italic>Kōsaikai</italic> as sellers or officers, or accepted job training in <italic>Kōsaikai</italic> workshops. On the contrary, although few people with higher degrees of disability were employed by the JNR and <italic>Kōsaikai</italic>, the latter employed their family members to compensate them for their living costs.

A Comparative Analysis of Japanese and British Coal Cartels during the Interwar Period

The purpose of this study is to analyze the coal cartels of Japan and Britain by comparing the difference. There are four factual findings: (1) the cartels facilitated the stabilization of coal prices, (2) the coefficient of variation of Britain&#039;s coal price was higher than that of Japan during the cartel periods, (3) the methods of cartels in both countries were similar in productions and sales, and (4) the coordination functions in coal fields were important for the cartels.

石炭鉱業史において，流通・生産・技術・労働・企業間関係などが検討されているが，商品炭から除かれる硬について議論されることは少ない。硬の坑外への搬出は，採炭において必ず生じることであるが，炭鉱企業は硬の搬出を可能な限り減らす必要があった。この理由は，商品価値を生み出さない硬についても費用が発生するからである。本稿で紹介する採炭談話会編の『筑豊諸炭坑検炭規定一覧』（1931年６月）は，産炭地筑豊における炭鉱企業の検炭規則が記されたものである。検炭とは，採炭夫が坑内で採掘した石炭を賃金支払のために検査することを意味する。具体的には，筑豊の炭鉱企業の検炭制度の概要について紹介し，各企業の「欠引」・「硬引」の史料を掲載する。In the history of the coal mining industry, much attention has been devoted to distribution, production, technology, labor, and inter-corporate relationships, but rarely paid to waste coal. Although it is not put on the market, it is inevitably brought to the surface together with other coal. Coal mining companies have strived to reduce the amount of waste coal as much as possible since this unprofitable coal puts them to expense.This article examines "The list of Coal Testing Regulations at Coal Mines in Chikuho" edited by the Coal Mining Association (published in June 1931), which compiles the coal testing regulations of coal mining companies in Chikuho, a well-known coal field. Coal testing is inspection of coal to determine the amount of payment to the miner who brought it out. This article specifically outlines the coal testing system of coal mining companies in Chikuho and reviews their written materials about a reduction in payment according to the shortfall and contamination rate in coal.

The purpose of this article is to investigate why miners working for the big Japanese companies in inter-war Japan became less likely to search for work elsewhere, through a study of the Mitsui mines of Tagawa and Yamano. Unlike heavy industry, the introduction of new techniques in the 1920s meant that workers in the coal-mining industry no longer needed special training. Miners were therefore able to move from Tagawa or Yamano to other mines. One important way in which management tried to keep workers was by developing welfare services. Reductions in the death and casualty rates and the introduction of relatively high wages were also effective. Towards the end of the decade the depression caused a fall in employment opportunities which further discouraged mobility. In this way, the employment situation at the two mines found stability.

The Growth of the Management Scale of Coal Mines during the Interwar Period--The Case of a Small-Scale Mine

In most previous studies of the Japanese coal industrial history, it is assumed that small-scale coal mines were undeveloped. Large-scale coal mines, such as Mitsui and Mitsubishi, were thought to have monopolized the market during the interwar period. However, there is almost no empirical study that analyzes small-scale coal mines. Therefore, this paper examines the case of Arate coal mine, under small-scale management in the coalfields of Chikuhou during the interwar period.&lt;BR&gt;The coal market share of Arate was greatly extended under the oligopoly of large-scale coal mines from 1930 to 1935. In this study, this factor is analyzed from three angles: a market, production, and finances.&lt;BR&gt;What should be emphasized is that Arate produced high-quality coal that was equal to that of large-scale coal mines. Arate operated under a labor-intensive system, using low wage earnings, and was became able to compete at the same production cost as large-scale coal mines.&lt;BR&gt;That is, Arate competed on an equal footing with large-scale coal mines, in both the market and production cost, and grew in management scale. This paper thus presents a critique of the historical image of small-scale coal mines as undeveloped.
