本研究では，人口減少社会における地方都市の汚泥処理で重要となる将来の施設整備計画として，施設の統廃合や燃料転換技術の導入，清掃工場でのごみ・汚泥混焼技術の導入に関するシナリオを構築した．和歌山市を対象とし，汚泥処理の集約化や現有焼却炉代替の高温焼却および燃料転換技術の導入に加え，清掃工場でのごみ・汚泥の混合処理による環境負荷量の削減効果をシナリオ別に評価した．その結果，GHG排出抑制を図るとき集約化に加え燃料転換技術の導入が有効であり，将来も下水道整備が進展する地方都市においては中長期の視点に立った整備計画の立案が重要であることが示された．将来の下水汚泥・ごみ発生量は，下水道整備計画の変更．社会情勢の変化，廃棄物処理政策の見直しなどにより変化するものの，清掃工場への汚泥焼却の移管シナリオは，燃料転換技術の導入が困難な状況の場合，検討する価値があることが確認された．
