Transition & its relation of water management system & land use in the mountainous village - A case study in Nagaretani village in Kawachinagano city, Osaka prefecture as cultural Landscape

We aimed to clarify the transition and relation of the water management system which is considered to be the priority development in the process of establishment of the village have the strongest relation with the land use. The transition can be divided into 3 phases, and it turns out that there are two conditions that as a factor of diversion of a field, (1) access from a private house is bad, (2) not cooperate with owned field. Furthermore, it was found that it is important to look at this condition on a water management system basis in considering future village conservation.

Evaluation Framework of Project for Making Open Space by Temporary Use of Private Land in Densely Built-up Areas:A Case of KOBE Project

Purpose of this study is examination of evaluation framework of project for making open space by temporary use of private land in densely built-up areas. This study is focused on "temporary urban facilities function" and "Improving densely built-up areas". The results are derived from interview surveys, field surveys and analysis by GIS in KOBE project's 41 cases. Open space by temporary use can be evaluated in various ways. 4 evaluation points are: Completion function of urban facilities provisionally, Improving performance index, Effective change after projects, Possibility of Expansion to other projects. In order to evaluate open space by temporary use it is necessary to evaluate comprehensively.

A STUDY ON THE RELATION BETWEEN THE FEATURES OF LIGHT FLUCTUATIONS AND PSYCHOLOGICAL INFLUENCE IN THE NIGHTTIME LANDSCAPE OF YOKOCHO:－ A case study of allays in taverns' area (<i>Yokocho</i>)－

&nbsp;This study shows a strong correlation between light variation and psychological influence in the nighttime landscape. The evaluation factors of the impression of the nighttime landscape in Yokocho consist of two elements; liveliness and attraction. And when we see the street from a perspective of the entire space, face, lighting, etc., the diversity of light variations play a pivotal role in creating liveliness and attraction. From this result, further study on light variation with regard to nighttime landscape in Yokocho is needed. The variety of the amount of light and the position of lighting has a positive influence on the element of the liveliness. The same result is also applicable to various lighting modes. The uniform light quantity in a dark space and the various light quantities in a bright space exert positive effects on attraction of Yokocho. The same result also applies to the case of regular form of lighting. The results show the characteristics of the four targeting Yokocho (Fig. 7). In addition, various light fluctuation factors or mutual relations among the elements illustrates the characteristics of Yokocho And from the viewpoint of the element of the variation of light, we have got clues to develop the attractive nighttime landscape in Yokocho (Fig. 8).

A HISTORY OF THE MODERN BUILDINGS ALONG MIDOSUJI BOULEVARD:Between the construction of Midosuji and the beginning of the control about its townscape preservation

&nbsp;This paper aims to discusses a history of modern buildings along Midosuji Boulevard in relation to its urban background. Midosuji is the symbol street in Osaka, and regarded very important for revitalization of Osaka City.<br>&nbsp;Midosuji is a national road, about 4 km long and about 44m wide. It's passes through the central area of Osaka from JR Osaka station to Nankai Namba station. Midosuji was planned in the first urban planning of Osaka City in 1920's, and specified as the first grade road in the plan. The construction was started in 1926, and completed in 1937.<br>&nbsp;This paper deals with the about 1km long of 4km of Midosuji, which is regarded to represent the image of Midosuji best. In this area, 50 buildings were built between 1920 and 1970, from the construction of the street to the beginning of the control about its townscape preservation by Osaka City.<br>&nbsp;The history can be divided into 3 periods from the viewpoints of architectural characteristics, number and arrangement of the buildings.<br><br>&nbsp;1) 1920-1945<br>&nbsp;In the 1st period, the construction of buildings were limited because of the influence of the war. 12 buildings were built mainly in 2 zones, Yodoyabashi area (north side) and Hommachi area (south side). Yodoyabashi area consists mainly of financial company buildings like bank and insurance companies, designed in the classical style, on the other hand Hommachi area consists of commercial company buildings, designed in popular style like Spanish. Its tendency stems from the history and its characteristic of the land which was developed in the early modern (Toyotomi and Edo) period as Semba town.<br>&nbsp;2) 1945-1955<br>&nbsp;In the 2nd period which corresponds to the post-war reconstruction, 10 of 12 buildings were built on the east side of Midosuji, and 9 were bank buildings. Many buildings had granite wall, and emphasized vertical line as the transformation from classicism to modernism. The east side arrangement stems from a difference of lots on the blocks. East side lots were easier to acquire than the west, because the west side lots were too subdivided historically to get in a short period. And banks could build their own buildings preceding other types of company by the then government's finance policies.<br>&nbsp;3) 1955-1970<br>&nbsp;In the 3rd period, 26 buildings were built on all blocks along Midosuji in the high economic growth. They were planned in the full size of the then architectural restriction, growing demand for utilization of the city center. Consequently, Midosuji had possessed the townscape with completed wall line and skyline. By the industrialization of building construction, curtain-wall system appeared on the wall of 8 buildings, on the other hand old construction of tile wall was still used for 10 buildings.

This paper describes the outline of 'Living Architecture Museum Project' by Osaka City. This project is aimed at generating and informing the urban attraction by regeneration and use of architecture in the city. It consists of 3 projects starting from 2013 for 3 years. (1) Selection: Osaka City selects 50 buildings as 'Osaka Selection' according to the own concept 'Living Architecture'. (2) Regeneration: It subsidizes the restoration of the selection. (3) Promotion of Use: The Open House event which has been held in Europe is held in Osaka, and 55 buildings were opened and 77 programs were given in 2014.

Activiteis and characteristics of the improvement project emergency evacuation in kobe city

The purpose of this study is to clarify characteristics and problems of the improvement project for emergency evacuation in Kobe city. Main characteristic of the project is cooperative relationship between inhabitants and a municipality. The project has five problems : ?Using private land. ?Agreement of right holder. ?Opportunity to know. ?Through traffic. Setting of goals. In two years, 14% of buildings of dead-end way roadside secured emergency evacuation by the project. In addition, the project can short of the evacuation distance.

A STUDY ON DESIGN FORMS ON THE BRIDGES CONSTRUCTED UNDER THE FIRST OSAKA URBAN PLANNING PROJECTS WITH ITS TEMPORAL-SPATIAL DEVELOPMENT ON URBAN AREA

&nbsp;The study aims to identify relationships between urban areas and bridges designed under the First Osaka Urban Planning Projects. First, we classified patterns of design forms on the bridges with a focus on handrail, main post, and lighting. Second, we conducted quantitative analyses with comprehensive consideration of multiple factors and classified types of bridge design into six clusters. Bridges of each cluster were expanded into a city-wide scale and linear scale, and characteristics of design forms on the bridges were different in each cluster. In conclusion, we showed that the characteristic of bridge designs was positioned by the grade of bridge and tendency of design forms on the bridge, and each bridges were developed temporally-spatially.

&nbsp;The study aims to identify characteristics of the modernization of waterfront areas that applied the first urban planning ordinance and bridge design associated with its projects in the prewar period, focusing on bridge designs from a standpoint of landscape design, and relationships of bridges with street, river, canal and architecture design. During an urban beauty formation period, bridges design contributed to the entire waterfront landscape in cities. In Tokyo and Osaka, comprehensive bridge design sublimed to waterfront landscape on a city-wide scale. particularly, the bridge design concept was predominant in Osaka.

Regional Regeneration by Business in Rural Community of In-migrants from Urban Areas

「田園回帰」という言葉で都市から農山村への移住がクローズアップされてきている。2014年7月にはNPO法人中山間地域フォーラムが「はじまった田園回帰―「市町村消滅論」を批判する―」と題したシンポジウムが開催され，同年9月に設置された「まち・ひと・しごと創生本部」の基本方針においても「魅力あふれる地方を創生し，地方への人の流れをつくる」とうたわれるなど，都市から農山村への移住が重要な政策的トピックとなっている。新聞においても都市から農山村への移住に関する記事が2013年から急増している。2015年1月から3月までの3か月間だけで前年の半数に達するほどの記事が掲載されており，その関心が社会的な広がりにもなりつつあることが分かる。都市から農山村への移住の傾向は，農山村をはじめとする地方圏への移住のサポートを行うNPO法人ふるさと回帰支援センターへの問い合わせ件数の増加からもうかがえ，移住希望者の年齢層もこれまで多かった60歳代以上のシニア層だけではなく，特に30歳代を中心とする現役世代が大きく増加してきている。これまでの都市生活から農山村での地域に密着した暮らしをしたいという「ライフスタイルの転換」を希望する傾向を反映したものとふるさと回帰支援センターでは分析をしている。また同じくふるさと回帰支援センターを訪れた移住希望者に対するアンケートでの移住者が希望する働き方をみてみると，2010年は農業が39.1%と一番多かったのに対して2013年になると農業を希望する人が16.8%に減少している。これと同様の傾向が地域おこし協力隊の任期終了後の進路にも見ることができる。2011年度末時点で活動地域に残った隊員のうち45%が就農をしていたのに対して2013年6月末時点では就農が26%とやはり減少傾向にある。2013年のふるさと回帰支援センターのアンケート結果では，農業にかわって企業などへの就職が35.2%と最も多くなった一方で，あらたに「起業」する自営業も15.2%となるなど，移住者にとって「農山村でのなりわい＝農(林)業」ではなくなってきており，より広い観点で農山村におけるなりわいを捉える必要がある。ところで，移住の実態を「実数」として統計的に把握することは難しい。前述のふるさと回帰支援センターの相談件数をはじめ，内閣府の調査結果など移住希望の「傾向」を把握することは可能であるが，実数を把握したものは毎日新聞と明治大学農学部地域ガバナンス論研究室の共同調査結果などに限られる。筆者らは2010年と2013年の住民基本台帳から算出した数値からその実態把握を試みたが，転入者数が増加している市町村は都市圏ではなくむしろ地方圏で広がっており，農山村では「人口」という数値の増加には反映されていないが人の流入は少なからず進んでいる状況が明らかになった。

Koyoen-Megamiyama landscape district of the Nishinomiya landscape plan rules the criteria about Green-occupancy rate of opening width. This study figures out the making process of Landscape criteria for District-Plan, Green-Guideline and Landscape-District and considers a factor that the criteria has been made. The process of making Destrict-Plan built a partnership of the citizens, consultant and administration. As a result the activity became sustainable. Architecture Ishi Osamu shows the Goal-Image in the process of making the guideline. In the process of making Landscape-Discrict, the administration has shown the relation between the Goal-Image and the criateria about Green-occupancy rate. The criteria has been defined by the partnership of the citizens, the consultant and the administration. Thus, the criteria about Green-occupancy rate has been defined by the continuous and improved activity.

In this study, we figured out the transition of the relationship of migrants and local residents in the district management activities in remote areas. We did the literature search and interview survey. The two relations had three periods. That was immigration initial period and relationship formative period and relationship maturity period. The first period, their relationship is heterogeneousness, but they build a cooperating relationship in place of the various district management activities on the second period. At last, their relationship is mutual trust. We prospect that the new district management activities will born from the relationship between the two in the future.

A STUDY OF THE IMPRESSION EVALUATION OF THE STREETSCAPE FORMED BY LOWER PART:- Case of the buildings by the roadsides on Midosuji avenue in Osaka-city -

The lower part of buildings by the roadsides which forms the streetscape as one of the elements is important as the element of streetscape uniformity, prosperity, and street's personality and must be discussed prudently. This study is to analyze the relation between components in lower part and streetscape impression evaluation and clarify characteristics of streetscape formed by impression evaluation of lower part. Streetscape impression evaluation was defined by four factors, making use of the factor analysis. And it indicated that the relation between components in lower part and streetscape impression evaluation has a definite tendency by the cluster analysis and the quantification theory type-I. In addition, in section of subject in Midosuji, It comprehended four patterns of streetscape and clarified its distribution and components of lower part supposed to have high contribution ratio to four patterns of streetscape.

A REPORT ON "URBAN DESIGN KOSHIEN” AND A FEATURE OF THE EVALUATION : THE PROJECT OF MAKING THE NEW DESIGN COMPETITION ON TOWN PLANNING AND COMMUNITY PLANNING

This paper describes the general outline of “Urban Design Koshien.” We discovered that respondents to our questionnaire expressed two opinions: (1) In general, most respondents were satisfied with this competition. (2) Respondents stated that they received appropriate critiques based on the variety of viewpoints expressed by jury members. We discovered an additional result of the evaluation during an interview conducted with the jury: They were impressed with the persuasiveness and completeness of the proposal. The jury was also impressed with the explanation provided that described the effects the practice exerted on the town.

A study on spatial visions from the viewpoint of planning process of Osaka Station Front Are's Redevelopment Project

The study aims to clarify the change of spatial visions in planning process of OSAKA STATION FRONT AREA'S REDEVELOPMENT PROJECT by OSAKA City, from 1961 to 1973. The project built 4 high-rise buildings, and changed the plans 4 times. The findings are as follows: 1) In the first plan, 'aesthetics of sameness' was important concept, but the rise of buildings had changed higher through the process of planning and construction. 2) Though no planed at first, Open spaces had appeared both inside and outside the buildings. 3) The clear separation of the approach of cars and human beings by floors had changed lost.
