    Ⅰ はじめに<br>日本社会は人口減少期に突入した.各種の行政需要への対応など人口問題の影響を大きく受けるのは地方自治体であることから,国立社会保障・人口問題研究所は都道府県や市区町村の将来推計人口を公表し,それを活用して各自治体は「地方版総合戦略」を策定した.このように地域人口に対する関心が高まる一方,地域人口の変動過程について,他地域との関係も考慮しながら詳細に検討した例は意外に少ない.将来推計人口の精度を高めるためにも,人口変化にみられる地域的な特徴を検証する必要があろう.以上を踏まえ,本稿では,和歌山県を対象として,継続的な人口減少が始まるまでの人口変化の地域的展開を検証する.資料は『住民基本台帳人口要覧』各年版である。また,和歌山県の人口減少は1990年代後半に本格化したことから,若干の余裕をみて2004年(2003年度)までを対象とし,分析単位は平成の大合併前の市町村とした.<br><br>Ⅱ 和歌山県の人口動態<br>和歌山県全体の人口動態を整理した図1をみると,和歌山県では1980年代半ばまでは純流出による人口減少がみられたが,1980年代後半に純流出が縮小し,1990年代前半に純流入に転じた.しかし,1990年代半ばに純流入が止まって純流出に転じるとともに,それまで増加を記録していた自然動態も減少に転じた.それ以降,自然減少が次第に拡大するとともに,一定の純流出が継続するようになり,両者が合わさって2015年には1万人近くの人口減少を記録するに至った.なお,和歌山県の人口が継続的に減少し始めたのは1996年からであり,また自然減少を記録し始めたのは1997年からである.&nbsp;<br><br>Ⅲ 地域別にみた和歌山県の人口動態<br>和歌山県下の市町村を対象として1980年から2004年までの25年間での人口増加率を示した図2をみると,県北部の紀ノ川沿いに人口増加の大きい,もしくは人口減少幅の小さい市町が多いのに対し,それ以外の地域では内陸部での人口減少が特に大きく,南部でも減少幅が大きい.そこで,和歌山県下の市町村を「紀ノ川沿い」と「その他」に区分し,それぞれの市町村の人口変化の内訳を合計して図示したものが図3である.図3から以下のことを指摘できる.まず,1980年代はその他地域で純流出が大きい一方,紀ノ川沿い・その他地域ともに自然増加を記録していた.1990年代前半になると,紀ノ川沿いで自然増加が継続したことに加えて大きな純流入を記録し,県人口が増加に転じた.しかし,1990年代半ば以降,紀ノ川沿いが純流出に転じ,それが県人口の減少につながった.加えて,1990年から始まったその他地域での自然減少が拡大するとともに,紀ノ川沿いも2002年から自然減少に転じ,これらが合わさって県人口の減少を大きなものにしてきた.これらの点から,和歌山県の人口が継続的に減少し始めた重要な過程として,紀ノ川沿いで純流入が純流出に転じたことと,時間差を有しながらも全県的に自然減少が拡大したこと挙げることができる.<br>

    Ⅰ はじめに<br>本稿の目的は,2010年の近畿地方における通勤流動の基本的な動向を把握することにある。近畿地方中部は京阪神大都市圏で占められ,都市圏多核化の進展を検証するうえで重要な地域である。また,近畿地方の北部や南部における「平成の大合併」以降の通勤流動の検討は,過疎地域における生活環境を考えていくうえで重要性が高いであろう。<br><br>Ⅱ 近畿地方における通勤流動<br>5%以上の通勤率で就業者が流出する市町村がどれほどあるかを示した図1をみると,5%以上の通勤率を示す市町村がないものとして,京都・大阪・姫路・和歌山の各市に加え,京都府と兵庫県の北部や奈良県南部の市町村などが挙げられる。また,大阪市周辺には通勤流出先の少ないリング状の地域がある(大阪圏内帯)。そして,大阪圏内帯を取り巻いて,通勤流出先の多い地域がこれもリング状に広がる(大阪圏外帯)。ただし,大阪圏外帯では,通勤流出先の少ないものが混在する。こうした二重のリング状の地域以外で通勤流出先の多い地域として,琵琶湖南岸,姫路市周辺,和歌山市南方の広川町周辺が挙げられるが,これらの地域以外では,概して通勤流出先が少ない。<br>次に,どれほどの市町村から5%以上の通勤率で就業者を受け入れているのかを検討する。5%以上の通勤率で通勤流出先となった市町村数を地図化した図2をみると,京都・大阪・神戸の3市に加えて各県の県庁所在都市や姫路市,そしてこれらに隣接する市で多い。さらに,琵琶湖南岸・東岸や大阪府南部,和歌山県の中部・南部では,一部の市町村が多くの市町村からの通勤流出先となっている。一方,近畿地方の北部や兵庫県西部,奈良県南部,和歌山県南端部では,3つ以上の市町村から通勤流出先となっている市町村の存在しない地域が広がる。以上を整理すると,京都・大阪・姫路・和歌山の各市は雇用の中心として,また神戸市や奈良市は大阪市に従属するものの,いずれも多くの市町村から就業者を集めている。次に大阪圏内帯では,大阪市への通勤流出が多いものの,周辺市町村や大阪圏外帯からの通勤流出先となっている。そして大阪圏外帯では,大阪市とともに大阪圏内帯や京都市・神戸市・奈良市などへの通勤流出がみられ,流出先が多様化している。一方,近畿地方の北部や南部では市町村界をまたぐ通勤は少ないものの,雇用の中心となる都市が存在することが多い。&nbsp;<br><br>Ⅲ 考察<br>近畿地方中部では市町村界をまたぐ通勤流動が活発である。そのなかで,京都市や大阪市,姫路市,和歌山市は明確な雇用の中心として,神戸市と奈良市は大阪市への通勤流出がみられながらも,多くの市町村からの通勤流入がみられた。また,琵琶湖南岸地域や関西国際空港周辺なども多くの市町村からの通勤流入がみられ,都市圏多核化の進展が垣間見られる。加えて,大阪圏内帯でも多くの市町村からの通勤流入がみられ,大阪市からの雇用の場の溢れ出しが推察される。このように,近畿地方中部では,郊外における雇用の核の存在による集中的多核化ととともに,雇用の場の溢れだしによる中心都市隣接市への通勤がみられる。<br>一方,近畿地方の北部や南部では,市町村をまたぐ通勤は少ない。これらの地域では市町村の面積が大きく,市町村単位での通勤流動の分析に市町村合併の影響が現れている可能性があり,その点を検証するため,市町村合併前後で同様の分析を行う必要がある。ただし,このような地域においても,彦根市や御坊市,田辺市など,周辺市町村からの通勤流出先となっている都市が存在し,これらの都市は,過疎化が進展する地域における雇用の中心として機能している。

    We analyzed the changing spatial structure of Kei-han-shin metropolitan area through the population and commuting change between 2000 and 2005. Re-concentration of population to central cities is found though some peripheral wards of them and suburban cities next to them are losing population. We can also find remarkable population growth in some suburban areas. But the workers in central cities as well as commuting rate to central cities from suburbs are decreasing. These show central cities are losing centralities and intra-suburban commuting are increasing. Nowadays the pattern of living in suburbs and working in central city is not general.

    The purpose of this paper is to examine the relationship between metropolitan size and the population redistribution pattern within metropolitan areas in Japan, in the period following 1965. The procedure for the analysis is as follows. First, by using the dichotomy of the central city and its suburbs, an average relationship in population growth between the two is analyzed. Next, the changes in the degree of population concentration among suburban municipalities as well as the changes in the population growth of individual suburban municipalities are analyzed. Finally, the above results are summarized, and the relationship between metropolitan size and the population redistribution pattern within metropolitan areas is discussed. In this paper, the Standard Metropolitan Employment Area (SMEA) - advocated by Yamada and Tokuoka - are used to delineate the metropolitan areas. The results of the analyses are summarized as follows. First, from the analysis using the dichotomy of the central cities and their suburbs in terms of population growth, it was confirmed that the larger the metropolitan size, the faster and larger is the population dispersion. Second, the following results were obtained from the analys is that considered the various trends in suburban municipalities. The dispersal of population initially advanced until 1995. During that period, a tendency was observed whereby the equalization of the population density distribution progressed in larger SMEAs, and the degree of inequality of population density distribution was greater in smaller SMEAs. Moreover, a result similar to that obtained in previous research was observed as a relationship between metropolitan size and the population redistribution pattern within metropolitan areas - population dispersion had advanced earlier, was on a larger scale, and was spatially wider with an increase in the size of the metropolitan area. Furthermore, by taking into account the variations in suburban municipalities in order to understand the spatial range as being influenced by population dispersal, it became possible to examine the spread of a sector as well as its distance from a central city. This leads to the conclusion that the sector that witnesses a growth in population is narrow in the smaller metropolitan areas. Further, an observation of the trend from 1 995-2000 in the large metropolitan areas revealed that suburban municipalities that recorded increasing trends in population reduction exhibited a tendency towards a concentration of population in the suburbs. This is a trend that is observed in small-and medium-sized metropolitan areas. If Japan continues its population decline in the near future, there is a possibility that the experience of small-and medium-sized metropolitan areas will precede that of large metropolitan areas in the future process of population redistribution within a metropolitan area. As mentioned above, in this paper, it is possible to present some interesting findings that go beyond the scope of existing research - findings about the relationship between metropolitan size and the population redistribution pattern within metropolitan areas - by taking into consideration the diversity among suburban municipalities. However, the findings in this paper are restricted to the quantitative aspect of the process of change in population redistribution. Therefore, it will be necessary for future studies to verify a concrete process that leads to such a change. For example, there is considered to be a difference in the process of formation of a metropolitan area based on its population size. In order to verify this point, it will be important to explore the relationship between population growth and the change in the member of residents in municipalities within metropolitan areas. This issue will be the subject of future research.

    Much attention has been devoted to the changing structure of metropolitan areas due to population dispersal. In the latter half of the 1990s, however, population recovery was reported in the central parts of large Japanese cities such as Tokyo and Osaka, suggesting a reversal of population redistribution in metropolitan areas from dispersal to reconcentration. This trend may indicate a turning point in the structural development of metropolitan areas. With this in mind, the purpose of this paper is to examine the spatio-temporal structure of population growth in Japan's metropolitan areas in detail. The expansion method, which assumes spatiotemporal continuity of population growth (1965-2000), is employed as the central model, and the spatial structure of population growth in the near future (2000-2005) is forecast based on the application results. The objects studied here are the nine major metropolitan areas in Japan. To delineate metropolitan areas, the Standard Metropolitan Employment Area (SMEA) advocated by H. Yamada and K. Tokuoka was used. The major findings obtained are summarized as follows. Although a decrease and a leveling off of the population growth rate and population dispersion were common to all of the SMEAs until 1990, a difference was found both in the process of dispersion and in the trend after 1990. First, in Tokyo, Osaka, and Fukuoka, although centrifugal movement of the center of population growth had been under way until 1990, a shift in population redistribution from decentralization to reconcentration was confirmed after the mid-1990s. Second, in other SMEAs, the center of population growth remained in zones 10-15 km away from the metropolitan center until 1990. A noteworthy distinction was detected for the period starting from the latter half of the 1990s. In Nagoya and Kyoto, although population recovery around the city center was also seen, it was only a change from absolute to relative dispersion. In Sapporo, Hiroshima, and Kitakyushu, however, population recovery around the city center was not seen and an overall decline was forecast for the near future. With respect to the variation among the SMEAs, a few possible factors are raised as working hypotheses. First, there may be a difference in the type of population pressure on land use, mainly due to different population sizes and topographical conditions. Second, the differences in urban functions might also be important because these factors are assumed to make a difference in the accumulation of professionals, managers, and information industry workers, who are forecast to be the impetus behind population recovery around the city center. Additional reasons for this population recovery may be the increase in large-sized condominiums due to the recession, diversification of households (including a rapid increase in the number of one-person households), and the restructuring of the metropolitan economy. The above-mentioned results are different from those predicted by Klaassen's hypothesis of metropolitan development. According to that hypothesis, the stage of reurbanization is assumed after depopulation of the metropolitan area, but a population increase has continued in the major metropolitan areas in Japan. Moreover, land prices fell greatly due to the recession of the 1990s, and a large amount of surplus land was released in the major cities in Japan. It seems likely that the population recovery around a city center might be confirmed before the population of the metropolitan area decreases, implying a different result from the one expected in Klaassen's hypothesis. The analytical framework of the expansion method assuming spatiotemporal continuity yielded the interesting findings described above. However, this method did not incorporate sectoral differences in metropolitan population increases, and goodness-of-fit was not sufficiently high due to the detached (or noncontinuous) increase/decrease in population. Furthermore, a few issues remain unanswered. The hypotheses on the possible factors behind inter-SMEA variation in population increase need to be verified carefully. These issues will be the subject of future research.

    Since temporal changes in the spatial distribution of population are closely connected to many other aspects of society, an exact understanding of these changes is essential not only for progress in scientific research but also for applications to public policy, planning and business. It is especially critical that population changes in metropolitan areas be explored carefully, since it is here that such changes generally emerge. Furthermore, it is very important to investigate the changes observed in a given metropolitan area, compared to those found in other areas, because, by doing so, we can distinguish conditions common to many metropolitan areas from those peculiar to individual ones.Based on this perspective, I refer to the problems arising from the use of a dichotomy of dividing a particular metropolitan area into a central city and surrounding suburbs, which is the common method found in previous literature associated with population redistributions in metropolitan areas. Problems arise when such a dichotomy is used; specifically, the location of the central city boundary affects the rate of residents in the central city within an entire metropolitan area, and the aggregation of residents in local municipalities into the suburb as a whole obscures the differences among municipalities. To resolve these issues, this paper uses an urban population-density function model.Although this model is assumed to explain the spatial variation of the density continuously in terms of distance from the city center, it does not have to aggregate the density values of observations (or local municipalities) as building blocks. However, there is a limitation in that the density function assumes a concentric-circle distribution of population, implying that points with the same distance from the city center have exactly the same density. Consequently, the expansion method, developed by E. Casetti, is employed to overcome this drawback.The expansion method enables us to incorporate the contextual effect of the spatial system under consideration. By expanding the distance parameter of the density function by direction from the city center, we can redefine the function so that the distance-decay of the population density varies directionally. As a result, the extent of directional bias of the intra-metropolitan population distribution can be measured quantitatively.The purpose of this article is to analyze and compare the spatio-temporal changes in population distribution within the three largest metropolitan areas in Japan during 1965-95 by the 'expanded' density function model. The Standard Metropolitan Employment Areas (SMEA) advocated by H. Yamada and K. Tokuoka are used here to delineate metropolitan areas. Analyses are carried out in two stages; first, by the traditional Clark model and then by the expanded Clark model.First, by calibrating the ordinary density function model (or Clark model), which does not consider directional differences, average relations between the distance from the city center and the population density are identified. The explanatory power of the Clark model itself, generally speaking, indicates a gradual improvement over time. It is also confirmed that, the larger the population size of the SMEA, the higher the density of the city center. In addition, the density gradient in Tokyo is the most gentle and that in Nagoya and Osaka is almost the same. Furthermore, population decentralization occurred first in Tokyo and Osaka and then in Nagoya. The time lag of this sequence is ten years. Additionally, based on this finding, one limitation of using the dichotomy for the central city and suburbs is demonstrated. The spatial pattern of the residual obtained from the Clark model shows, however, that similar values tend to concentrate in particular sectors, especially in the Tokyo SMEA, suggesting a necessity to alleviate such concentration by improving the traditional Clark model.

    The purposes of this paper are, first, to analyze population distribution changes 1965-95 in Japan by four categories-the existing metropolitan area; new suburbs; new metropolitan area; and non-metropolitan area-by using the Hoover index, and, second, to compare the results obtained for Japan with those for the US presented in Nucci and Long (1995) and Long and Nucci (1997). To clarify the temporal changes in population distribution, the delineation of metropolitan areas needs to employ a floating principle rather than a fixed one, and the definition of metropolitan areas should be similar to that of Standard Metropolitan Statistical Areas (SMSA) used in the US. To meet these conditions, the Standard Metropolitan Employment Areas (SMEA) advocated by H. Yamada and K. Tokuoka are used in this article.In Japan, during the period 1965-75, there occurred a considerable population concentration due to a marked population increase in the old suburbs located in the core regions (such as Kanto, Tokai and Kinki) and to a large population decrease in non-metropolitan areas in the peripheral regions (such as Hokkaido, Tohoku, Hokuriku, Chugoku, Shikoku and Kyushu). During the period 1975-85, the difference between the population change rates of the core and the periphery levelled off. However, in the peripheral regions, the main category of population growth was the old central cities and depopulation in non-metropolitan areas continued. In the core regions, the category showing the largest rate of increase shifted from the old suburbs to the newly-added suburbs, implying population deconcentration from the old SMEAs. During 1985-95, deconcentration proceeded further in the core portion of the country. Meanwhile, in the peripheral regions, whereas the category showing the largest rate of increase finally shifted from the old SMEAs to the newer suburbs, non-metropolitan areas returned to recording a heavy population decrease.With respect to the 1965-95 period as a whole, the population increase in the newer SMEAs created in the non-metropolitan areas was negligible. Bearing in mind the depopulation of the non-SMEAs, this means that we cannot regard the overall trend of population redistribution as being counterurbanization.With regard to the Japan-US comparison, population deconcentration in the old metropolitan areas is common to both countries, but the following remarkable differences can be noted. First, in the US, the contribution of the new metropolitan areas created in the non-metropolitan areas to urbanization is more conspicuous than that of the new suburbs added to the old metropolitan areas. Second, whereas a clean break with the past in terms of population redistribution was found in the US, such a phenomenon was not observed in Japan. Third, in Japan, population growth in the core regions and depopulation in the peripheral regions are found throughout the period, whereas in the US, both types of region take on different change aspects and the spatial patterns of population redistribution are far more complicated.
