    ¿Quién es Manini Ríos? Desde que fue destituido de su cargo de comandante en Jefe del Ejército uruguayo,formó su partido político Cabildo Abierto,se postuló como candidato presidencial de las elecciones generales del2019 y empezó rápidamente a captar popularidad significante entre votantes.La situación genera varias inquietudes. ¿Es un fenómeno semejante al que tuvo Brasil del2018?, ¿Por quése lanzó como político?, ¿Cuáles son sus visiones y proyectos políticos,en que están apoyados,por quién y por cuál motivo? Los autores del presente artículo planteanen lugar de etiquetarlo como"Bolsonaro uruguayo"-señalar a este aparente"outsider"heredero de la clase alta tradicional política y del sector católico conservador, y que sintoniza con la creciente exigencia de medidas de "mano dura"en la seguridad ciudadana en toda la región.Los autores también intentarán caracterizar esta nueva figura"lobista",que actúua como representante de los intereses económicos del sector militar que ha sido marginado en la sociedad uruguaya durante las últimas décadas.

    Despues de democratizacion, el gobierno de Uruguay ha aprobado la Ley de Caducidad para imputar los autores del delitos de violaciones de derechos humanos que habia occurido durante dictatura militar. Ademas, el referendum para delogar esta ley que realizo en 1989 fue derrotado por una pequena diferencia. El presidente Vazquez, primera presidente de coalicion izquierda EP-FA, desea que ponga el fin del problema de detenidos-desaparecidos. Por eso, el Poder Ejectivo excluyo de la impunidad los delitos extraterritoriales o cometidos por motivo economico. Tambien los delitos cumplimiendo por el mando. En Noviembre de 2005, Vazquez proponia la ley de interpretativo de la Ley de Caducidad, pero el Partido Cololado y Partido Nacional se lo han oponido. El PIT-CNT, las organizaciones de derechos humanos y el senador Michellini prefieren anular la ley de Caducidad. En marzo de 2006, el gobierno postegra la consideracion de la ley interpretativa dela caducidad. En abril los militares uruguayos vinculado el asesinato de Berrios (ex-miembro de DINA, Chile) fueron extraditados a Chile. En septiembre el juez resolvio el procesamiento con Prision a seis militares y dos policias. Esta es la primera sentencia judicial en Uruguay para militares y policias.

    El gobierno de Fujimori, fue uno de mas notorio en la Comision y la Corte Interamericana de Derechos Humanaos porque ha violado derechos humanos muchas veses. Por ejemplo, el pretendido retiro de competencia contenciosa de la Corte Interamericana, en que estaban procesando varios casos pendientes que incomodaban al gobierno, como los casos de Baruch Ivcher y el Tribunal Constiyucional. Tambien el Congreso peruano sanciono dos leyes de amnestia que fue promulgada inmedeato por Fujimori, para otorgar una impunidad a agentes del Estado quienes responsables del grave violaciones de los derechos humanos como en el caso de Barrios Altos. La Corte Interamericana emitio un fallo en que sentencio ley de amnesitia fue imcompatible con la Convencion de Interamericana de Derechos Humanos por primaera vez.

    The purpose of this article is to take a brief overview of the politics of memory about human rights violations in Uruguay and consider the meaning of the Commission for Peace, which was formed by President Jorge Batlle in 2000.<br>Uruguay was well known as one of the most democratic countries in Latin America, but in 1960's the immobilism of traditional party politics caused the rise of leftist guerrilla movement, known as Tupamaros. The armed forces, which enunciated the National Security Doctrine, fought a Dirty War with their own citizens before and during the de fact regime (1973-1985). Many people were arrested or imprisoned, tortured or disappeared.<br>After democratization, parliament passed impunity law which terminated the punishment of human rights violations by the military regime without any official and effective Truth and Reconciliation Committee and/or any apology by government. The social movement which was intended to nullify the impunity law by referendum failed because of the double dealing by politicians who had made secret promises with the military to assure their impunity in return for democratization. There were no investigations on forced disappearances except for nominal investigations by the military whose own organization had committed those crimes until Batlle established the Commission for Peace. Batlle is the first president prepared to talk about problems of forced disappearance in Uruguay.<br>But this commission has some disabilities to reconcile memories of the military and their victims, because the military have not acknowledged their human rights violations until now. And the impunity law which contradicts the obligations of state parties to international laws which Uruguay has ratified. Those are the contradictions of the politics of memory by Batlle.
