日本の国内外において，食品の廃棄物に関する関心が高まり，課題解決の方策が検討されている（環境省，2017；農林水産省，2019）。また，企業では，MFCA（Material Flow CostAccounting）などのマネジメント手法が開発され（経済産業省，2009），普及に向けての研究が進められている（安城，2011；萬田，2012；加登・山田，2019）。本研究では，事業において，生産段階における廃棄を含む食品の廃棄物（食品ロス）低減を既存のマネジメント手法に頼らない方法でも実施できる可能性に関する研究の第一弾として，ポーター（1985）およびPorter（2008）のバリューチェーンを議論の枠組みに利用した地域企業のケーススタディを行う。顕在化した食品ロスを直接的な発生要因を解消するなかで関連製品として開発する方法の特長を整理した結果，第一に，既存のマネジメント手法に頼らない，地域産物を素材とした独自の方法で食品ロス低減を基盤とするビジネスモデル開発に取り組む現状を理論的に整理することができた。第二に，地域産物に関する食品ロス低減に取り組むことによって，１つの企業としてのみならず，所在する地域の持続的な成長にコミットメントする機会を創出することから社会的企業として位置付ける可能性を指摘した。

Exploring the introduction and usage of the English term DMO in major Japanese newspapers

Destination management (or marketing) organizations (DMOs) have a long history, especially in the West. In Japan, however, anecdotal observation suggests that the term DMO was not part of the vocabulary of tourism practitioners or policy makers until the Japanese government adopted the concept in 2015 as a cornerstone of its new tourism policy. Since supporting evidence for this claim is limited, we quantify how the term DMO has proliferated in Japan through a content analysis of major Japanese newspapers, a common approach for studying the diffusion of novel concepts. Empirical results confirmed that the term began commonly appearing in newspaper articles in 2015. Coverage of Japanese DMOs has steadily increased since then, with the term DMO appearing prominently in the headlines quite frequently. The study demonstrates how a Western concept in tourism gains currency in contemporary Japan via the popular press. Future research agendas for this recent phenomena are also discussed.

The emergence of the DMO concept in Japan: Confusion, contestation and acceptance

Destination marketing and/or management organizations (DMOs) have been acknowledged as an essential component of the tourism system. However, the ability of DMOs to manage and coordinate destination development in contemporary society is now being questioned by scholars. The focus of this regional spotlight is Japan, a country that has recently turned to tourism as the tool to facilitate economic growth. The paper examines the early emergence of the registered DMO program introduced by the Japanese government in 2015, with a particular focus on how the concept of DMO is being adopted and understood by tourism practitioners at local tourism destinations across the country. Offering insights into the ways the concept of DMO is understood, experienced and employed in Japan, a non-Western context, the paper contributes to the international debate concerning the future role of DMOs globally.

DMO organisations and local communities:Exploring the relationship from an income structure perspective

In 2015, the Japanese government launched a programme that aims to enhance the performance of destination organisations. Within the programme, the concept of destination marketing and/or management organisations (DMOs), which has been developed mainly in the Western countries, was introduced. Destination organisations can apply to be registered as DMO candidate organisations. Candidate organisations, which are categorised as municipal, inter-municipal, or inter-prefectural levels, disclose their income performance when they apply to the programme. This study provides an example of how DMOs manage local communities. Using income data from municipal and inter-municipal DMO candidate organisations in Kyushu, we discuss the optimal income ratio, the role of partnership platforms/initiatives, and the contribution to sustainable management through commercial income. In addition, the Tamana DMO in Kumamoto Prefecture is used to explore how DMOs can enhance engagement with local communities. We conclude with a discussion of the meaning of ‘M' within DMOs and their functions.

<p>This paper discusses strategy maps for social enterprises. Action research was conducted over two years at Akitsuno Co. Ltd., a regional management organization in Tanabe city, Wakayama prefecture. The company has two important projects-to develop the next master plan for the Kamiakitsu area, and ensure business progresses smoothly. The results present two conclusions about strategy maps for social enterprises. First, with respect to good governance and measurement of outcomes, strategy maps are an efficient management tool for a strategic planning and control regarding regional area. Second, they may create positive communication in terms of business succession</p>

「新たな公共」や社会的ガバナンスの変化が議論されるなかで,多様なステイクホルダーの橋渡し役として重要な役割を担う中間支援組織について,バランスト・スコアカードを使ってその活動の成果を可視化するモデルを検討する。特に,視点設定について,先行調査を参考に,「外面的・形式的な側面」,「内面的・意味的な側面」,「成果測定の側面」の3つの仮説を設定し,Kaplan-Norton の行政・非営利組織の事例研究をもとに理論的に検証している。結果として,「視点設定は柔軟でよいが,一般的な視点との整合性を明確にする」こと,および,「当該組織のミッションや状況など組織特性を表現し,状況により財務の視点をはずす」ことが示唆としてえられた。また,「測定しやすい目標を設定し,具体的な数値目標をもとにコミットメントのプロセスを管理する」ことは,十分に理論的に整合的であるとはいえなかった。

If leader have trouble in decision making in the community, we can resolve it by considering the organizational process and utilizing the four perspectives of BSC (Balanced Scorecard). We discuss the relationship between KPI (Key Performance Indicator) and decision making, as a part of the study on contributions of BSC for great communication in the community. Concretely, we focused on the case of selection about contractor at Park Management. Actually, we verified three hypotheses about the contribution to communication facilitation of KPI using the data from writer’s investigation and knowledge from two previous studies.

Perspectives on Balanced Scorecard as a Communication Tool from the Case of Park Management

Balanced Scorecard is primarily used to manage strategies for achieving the vision of companies, governments and nonprofit organizations. Recently, state and local government finances are severe. Therefore, it is necessary to solve social problems in a way not to depend on government. In this study, we consider perspectives on Balanced Scorecard for solving social problems as a communication tool. Specifically, we use Balanced Scorecard for analyzing multiple problems on park management. A framework of analysis is made from four steps. First, we create a matrix of three business and three needs. Next, we consider the key points and draw the central points. In addition, we extract four perspectives: participants, talent and capacity, mechanism, fund and budget, from the common sense of ideas on the central points. Finally, we arrange two tables and make BSC framework. As a result, we could indicate the direction of future study.

We will discuss the major functional elements of the Michi-no-Eki [roadside stations] as a driving tourism hub. Referring to research on the major elements of driving tourism, we have defined six concrete elements of a driving tourism hub. Next, we visited all Michi-no-Eki in Wakayama Prefecture [35 roadside stations] and confirmed their current state. We found that five elements, excluding the accommodation element, are the elements expected from the Michi-no-Eki as a drive tourism hub. Additionally, from the relationship between their maintenance rate and previous research, we were able to extract research subjects such as accommodation facilities attached to the Michi-no-Eki and elicit behavioral changes among driving tourists by providing information on attractions. Future research will discuss Japan’s driving tourism with perspectives on a drive tourism hub from overseas research.

Relationship Between Self-enumeration Bias and Earned Units

We made a test on self-enumeration bias in this paper. As the results of out experiment, we foundthat self-enumeration bias existed for the half of examinees and that it was small relatively and aboutone percent. Moreover, we also confirmed that the deflection of answers depended on gender and that itwas affected by the reorganization and behavior for any risk. Since the number of examinees with selfenumerationbias is too large, we show that it is important to study this issue furthermore.

Purchase of Textbook and the Number of Credit Earing

The purpose of this paper is to clarify the correlation among the number of credit earning,attendance, and purchase of textbook. We set up the hypothesis that attendance for lectures or purchaseof textbook reflect time discount rate and tested weather there is correlation between those factorsand the number of students' credit earning, or not. As the result of our test, there were no significantdifferences about attendance for lectures or purchase of textbook between subjects, whose creditearning is above the average, those, whose it is below the average. Moreover, we found that the markingstandards of some lectures are not adequate by a careful examination of experience.

An analysis of correlation between smoking habit and the number of credits earned by students

The purpose of this paper is to analyze whether the number of credits earned by students depends onsmoking habit or heavy using habit of electric devices. Supposed that students with smoking habitor heavy using habit of electric devices have high time discount rate, we test the difference ofcredits earned by students through economic experiment. As the results of our economic experiment,we suggest the empirical interpretation by experiment. One of them is that the smoking habit issignificant to the number of credits obtained by students. The other is that heavy using habit ofelectric devices is not significant to it.

Chicken game under the presenting the choice probability of other players

In this paper, we consider the "chicken game", in which induces to choose the action withouteconomic rationality and analyze the effect of emotional factor on player's action. We compare the gamemaximizing the rival's payoff, which leads to choose "action B" due to emotional factor given by theprobability choosing "action A" of other players, with the game maximizing the payoff of plyaers, whichleads to choose "action B" due to economical factor. As the result of comparing each game, there are40% of players who did not choose "action B" and we show that it is possible that this choice is affectedby the emotional factor, in which the players would avoid the minimum bonus points.

We analyze whether the other player's payoff affects the action of subjects for the testing of thechicken game or not. There is no Nash equilibrium in the simultaneous chicken game as long as weconsider only pure strategy. However, the action of subjects depends on the payoff of other playerssignificantly even if one of payoff gets higher than payoff in the previous game. Therefore, it is notadequate to analyze this game without taking account of the other player's payoff. The results ofexperimentation are not in consistency with theoretical results. Assuming that a part of subjects withoutselecting action based on economic rationality takes account of the payoff of other players in the testingof the chicken game, we show that it is possible to make an interpretation of results appropriately.

本報告は「大学においてIPMD(統合型実践的経営教育)メソッドを実践することによって,仕事で使える人材が育つ」という仮説のもとに実践した効果を検証し,今後のIPMDメソッド実践に関する課題を考察することを目的とする。ここに,IPMDメソッドとは,一つのプラクティカル・メソッドであり,講義や演習のみならず,研究会活動等を場として設定し,教員同士や教員と実務家(活動家)がコラボレーション(協働)することによって,知識と経験の探求に基づく学生の能力開発を行う方法である。本報告では,第一に,IPMDメソッドの概要を説明する。仕事で使える人材を育成し,結果として社会のイノベーションのきっかけとなることをビジョンとして,戦略マップおよびBSCを作成し,ゼミ活動を運営している。第二に,IPMDメソッドにより実施したゼミ活動の効果をBSCの重要評価指標により評価する。すなわち,BSCにおける学習と成長,内部プロセス・資金,学生,成果の視点の重要成功指標を,2007年前期,後期,2008年前期,後期(見込み)でスコアとして表し,その傾向をよみとることによって,重要成功要因ごとの個別評価および全体の総合評価を検討する。第三に,ゼミ活動における環境変化から,学生から求められるニーズとして,セルフイノベーションサイクルを示す。また,総合評価をもとに,2009年へ向けて課題の抽出と問題解決のアイディアを検討する。

A proposal to practice integrated practical management development method

本研究は大学における経営教育の方法を検討し,提案することを目的とする。学生が使える人材となって社会で活躍するためには,これまでの講義(座学)のみでは能力開発の環境として適切ではない。演習(ゼミ)や研究会(課外活動)を加味した統合的なコーディネートのもとに実践的な経営教育のためのプログラム(統合型実践的経営教育メソッド:IPMDメソッド)を実践すべきである。結果として,マネジメントがわかり,かっ,自ら能力開発できる人材を育てることができる。また,IPMDメソッドを実践することは,これまでのティーチングを中心とする教育からコーチングを中心とする能力開発への転換を図るものである。本稿が提案するメソッドを実践する教員が増えることによって,マネジメントのわかる人材が増え,その結果として,社会的なイノベーションが実現できると考えている。

本研究は,学部専門演習において,教員と学生が共通認識と納得性をもちながら,ゼミを効果的に運営するためのツールとして,バランスト・スコアカード(BSC)が有用であることを検討している。学生は,教員の知識や経験を,ゼミの時間のみならず懇親会など非公式のコミュニケーションを通じて,学んできた。しかし,最近の学生はコミュニケーションが苦手な傾向にあるといわれる。そのため,教員は,自分の考えや方向性を,学生に見えるように示す必要がある。BSC・戦略マップ・評価表は,そのための有効なツールとして有用である。

A study on the practical management development program by the coordination between a lecture, a seminer and club activities

Generally a difficult thing becomes the common sense only by a conventional lecture to wear knowledge and a skill. Therefore I carry out the program that let a lecture, a seminar, club activities connect in the Kyushu Kyoritsu University Faculty of Economics the Management Department. By this report, I arrange and direct it from a viewpoint of the practical management development about three actions and one design from these programs. The practical management development is to develop ability in form to unify knowledge / a principle and practice without the distinction of a school and a university, real world such as the company. In addition, on directing it, I mean that I carry out a program to realize a vision and a strategy. I examine some programs to build society for children of the next generation. A purpose of the program is having consciousness to commit to the society and understanding management.

A practical validity in expected utility theory

期待効用理論は、各選択肢における効用に確率を掛け合わせることによって期待効用値を算出し、期待効用値の最大の選択肢が選択されると見る理論である。しかし、本論の実験において、多くの実験協力者が確率計算を行なっていないことを見いだした。したがって、期待効用理論に基づいて意思決定を行なっている実験協力者が少ないことが指摘できる。この事実から、本論は期待効用理論を用いた研究は適切とはいいきれないことを主張する。

About two parks in foreign countries, I arrange them about Human Resources / Organization, Finance, Internal Process, Natural Resources from WEB information. I make a Strategy Maps from the viewpoint of the effective practical use of the knowledge capital. About them, I analyzed the present conditions from Vision and Bunch of the person concerned, Strategy and Action, Evaluation and Improvement. They are different in the starting point. It is an organization and an individual. I concluded that they could convert a vision and a strategy into an action. Finally I arranged the present conditions of the city park in Japan. About the park management in Japan, I showed the model whom there should have been. I pointed that it is necessary for the person concerned of the city park to argue in a vision by "seriousness" and to put the vision into an action.

本稿は,経営学およびスポーツ科学を専門とする教員がコラボレーションしながら,それぞれの専門知識とスキルを有効に活用するとともに,それぞれの学部に所属する学生というヒューマンリソースを生かした学内インターンシップを兼ねた事業を立ち上げることの可能性を検討している。結果として,九州共立大学が立地する北九州市においては,総合型地域スポーツクラブが5つ運営されているが,まだ,発展途上であるし,地方公共団体や民間にはない経営資源をもつ大学がスポーツを活用したコミュニティビジネスを立ち上げる価値は十分にある。ただし,その意義を実現するためには,舞台(コンテンツ)と装置(仕組み)が必要である。その舞台の一つの例として,高齢者を対象とした健康運動教室のプログラム導入の有効性を検討している。また,装置としての仕組みについては,地域においてマネジメントができる人材を開発することや,すでに活動している人に資金投資ができる仕組みをつくることが課題であることを指摘している。

本稿は,知識社会における価値創造のためのコミュニケーション・ツールとして,バランスト・スコアカード(BSC)を研究する一環である。具体的には,効果的・効率的な都市公園の管理運営ツールを検討している。国営公園におけるパークマネジメント(PM)のヒアリングおよび海外のPMの現状から知見をえて,有料施設を含む公園の管理運営業務を受託する業者をケースとして,ビジョンおよび戦略を実行するためのBSCおよび戦略マップを作成している。

The effect of 'emotions' on irrational choice

実験協力者の利得は低くなるが、それ以上に相手プレイヤーの利得を低下させることのできる選択(「選択B」)の存在する保証ゲーム(表1と表2)を作成し、相手プレイヤーの利得低下分の大きいゲームの方が、「選択B」選択比率は低くなるか実験を行なった。実験では、表1と表2における「選択B」選択比率は同じとなった。利得における大小関係(利得の大きい方を勝つ側とする時、実験協力者が勝つ側であるか否か)は、選択行動に大きな影響を与え、相手プレイヤーと実験協力者の利得における差の大きさは、選択行動にほとんど影響を与えないと見ると、選択比率が同じとなる実験結果を適切に説明できる。

本稿は、バランスト・スコアカード(BSC)による経営教育プログラムを検討している。具体的には、仮想WEB制作会社の経営および運営を通して、実際にビジョンと戦略を構築し、BSCによりアクションに落とし込むことを、学生にいかに体験させるかが主題となる。学生が、その経験と経営および運営の知識をもとに、知識社会で必要とされるコミュニケーションをベースとした「協働」や「協創」を身につけた社会人となることを目指している。さらに、このプログラムを実施するうえでの課題や評価プロセスも検討課題となる。

理論から逸脱した選択が見られる。この理由として先行研究では,相手プレイヤーの利得と被験者の利得との差異の大きさに注目していた。しかし,実験を行なった結果,この差異は選択に違いをもたらさないケースがあった。本論では,相手プレイヤーの利得と被験者の利得との差異自体ではなく,相手プレイヤーの利得と被験者の利得において,勝ち負けにつながる差異がある場合,選択に影響が生じるという結論を得た。先行研究でいわれていた分析に修正が必要であることを示せたことが,本論の重要な知見である。

繰り返しのない「囚人のジレンマ」型のゲームにおいては,ジレンマが生じるはずであるが,「実験」の結果,必ずしもジレンマは発生しないことを確認した。発生すべきジレンマが生じないという「囚人のジレンマ」のパラドックスが生じる理由として,利得にかかわりなく「協力」を選択するグループと,「協力」を選ばないことによる評判悪化の可能性を気にするグループの存在に注目した。
