This paper examines the establishment of the “Himawari Class” at Tsurumaki Elementary School in Shinjuku, Tokyo, in 1960, from the perspective of parents’ demands for education and medical care in the community and the involvement of school education in the problems of children with severely and profoundly disabilities and children with severe and multiple disabilities that became apparent in the1960s. Furthermore, we examined the situation of the practice there, and the contents of “Together with friends”and “Small buds are sprouting now” (selected and published by the Ministry of Education), which were filmed and edited from 1970 to 1971, and showed that the practice at the “Himawari Class” has historical significance for the education of children with severely and profoundly disabilities and children with severe and multiple disabilities in school education.

本稿は、障害児教育と芸術(音楽)教育の両分野の専門性の習得を目指した融合カリキュラムの実践例として「参加型音楽コンサート」づくりを取り上げ、その成果と課題について検討を行ったものである。「芸術教育普及活動諭演習I」および「障害児のための芸術教育基礎論」では、静けさを聴くための参加型音楽コンサート「静かに聴くぞう」を企画し、一つは、静寂を聴くことのできる聴覚の覚醒、二つには子どもと学生たちが共に音を探り再創造すること、を目標とした。また、その協同作業を可能にする仕組みとして、(1)サウンドスケープの取り入れ、(2)ストーリー展開の必然性から実施する子どもたちによる音作り場面の設定、(3)親しみやすいパペットの利用、を取り入れてプログラムを構成した。その結果、このコンサートにおいては、鑑賞者の主体的な音楽活動を促し、演奏者と鑑賞者が単に相互交流するだけでなく、音楽の「協同創造」への萌芽を明確に見い出すことができた。さらに、これらの活動を通して学生たち自身が音楽を聴くことの意味や障害のある子どもたちへの対応について思考を深め、実践的指導力の育成につながることを指摘した。

The present paper describes changes over time in the view of how to education children with disabilities in reformatories, based on reports from meetings of the wardens of reform schools. Analysis of the proceedings of those meetings showed that the main topics were: (1) demands that children with disabilities be separated from the other children receiving their education in the reformatories; (2) improvements in education in the reformatories, and education of children in the reformatories according to their competence; and (3) having education in the reform schools treated the same as education in the public primary schools. The reform school wardens' meetings demanded that the government establish an office for assessment of the children's abilities, and also establish residential institutions for children with disabilities in order that they might be educated separately from the other children in the reform schools. During the period in which reformatory education was becoming more like public primary school education, reformatories began to separate children according to their learning competence, because many children with disabilities and children who had been exempted from public school education had been sent to the reformatories. Historically, in the early stages of the development of reformatory education, children with disabilities were educated together with juvenile delinquents. But in order to solve the educational problems of children with disabilities, a curriculum designed specifically for them was needed, because, at this time, the educational function of reform school training was increasing. Plans for children with disabilities included, for example, the establishment of residential institutions for them, special schools for such children that were separate from the reform schools, and special classes in the reform schools for children with intellectual disabilities.

「八事少年寮開設に至る杉田直樹の治療教育思想」

The present report is a part of a series on Naoki Sugita's thoughts on remedial education. In the present article, I analyze the following points: (1) The fundamental points of view and the factors contributing to Sugita's thoughts on remedial education. (2) The factors that led him to establish Yagoto-Shonen-Ryo. (3) The problems that the children with disabilities had whom Sugita faced, and the way that he solved their problems. As a result of my analysis of Sugita's thoughts, the following facts were clarified: (1) The central point of view of Sugita's thoughts on remedial education was the social psychiatry that he had been taught by Shuzo Kure, and that, afterwards, he studied in Europe and the U.S.A. (2) Sugita conceptualized the problems of children with disabilities from the standpoint of social defense. (3) The purpose of Yagoto-Shonen-Ryo was to establish the field of children psychiatry. Sugita tried to solve the problems of children with disabilities who had not been supported by the educational administration nor by the social welfare establishment.
